The Guam Product Seal (GPS) program was established in 1986 in an effort to stimulate economic opportunities on Guam by promoting the manufacturing of local products.  In 2012, an Executive Order transferred the authority of the program from the Department of Revenue and Taxation to GEDA. 

The Guam Product Seal helps consumers confidently identify products that are authentically “Made in Guam.” Certified businesses play an important role in strengthening our local economy by creating jobs and expanding the availability of locally made products across the island. By choosing products with the Guam Product Seal, consumers directly support local and the continued growth of Guam’s business community.

ELIGIBILITY REQUIREMENTS 

  1. The Guam Product Seal may be used only for products manufactured in Guam. 
  2. The product must result from a substantial transformation of the materials used in the creation of the product, for which a minimum of fifty percent (50%) of the value of the product has been added in Guam. 
  3. Applicants must be a registered business and have a valid Guam business license or the ability to obtain one. 
 

TERMS 

Guam Product Seal certificates expire annually. Certificates must be renewed prior to expiration. 

 

FEES & CHARGES 

There is a non-refundable application fee of $25.00, made payable to the Guam Economic Development Authority.
