RFI 24-001 – Short Term Construction and Infrastructure Financing Program

The Guam Waterworks Authority (GWA) and the Guam Economic Development Authority (GEDA) are evaluating financing alternatives for GWA’s prospective capital improvement program. Through this Request for Information (RFI), GWA and GEDA are requesting data regarding the potential establishment of programs to secure short-term financing for a series of capital projects and upgrades to its water and wastewater infrastructure.

GWA and GEDA would like to determine the availability and relative costs of alternative instruments that may be used to enhance GWA’s capital financing program, including instruments that may require advance legislative and regulatory approvals. GWA and GEDA are working together to pursue legislative and other actions necessary, including working with the Consolidated Commission on Utilities, Guam Public Utilities Commission, and other financial advisors to enable access to certain financing tools and modify selected financial policies.

RFI 24-001 may be obtained at the GEDA office, ITC Building, Suite 511, 590 South Marine Corps. Drive, Tamuning, Guam 96913, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays.  A copy of the RFI may also be found on the GEDA website at www.investguam.com.

This RFI does not obligate GWA or GEDA to establish short-term financing programs nor implement options. At this time, neither GWA nor GEDA is entering a procurement process but rather requesting information to evaluate alternatives and formulate recommendations for legislative consideration and required approvals.
