One of the roles of GEDA is to serve as the Central Financial Manager for the Government of Guam and its autonomous agencies. This role is facilitated through the Public Finance Department, which assists with, coordinates and monitors Financial Advisory Services, Capital Financing, Debt Management and the Capital Markets. Some of the duties performed include the financial status review, planning, formulation of cost effective financing strategies, review and finalization of financial documents if necessary, and obtaining all statutory approvals (relative to all public finance issues). Another key component of the department is to ensure the government is in compliance with the Securities and Exchange Commission (SEC) disclosure laws in providing economic and financial information during the life of the outstanding debt. This includes preparing all correspondence and reports for distribution to the various Nationally Recognized Municipal Securities Information Repositories (NRMSIRs), bondholders, underwriters and trustees.
In the Loans Division of GEDA, we have worked to streamline and formalize the operations and reporting systems to better serve our customers and management. We will continue to work in providing opportunities to our customers by working directly with our existing clients as well as seeking additional funds for lending to qualified businesses or individuals, thus creating additional economic activity on the island. Finally, we will continue our progression in improving our loan portfolio via improved tracking and reporting programs.
