The Business Development Division is responsible for the three "I's" related to the Authority's mission of investment incentives, investor relations, and image management. Functions related to these responsibilities are:

• Diversification of the economic base through planning and implementation of programs to foster the development of new industries and emerging industries.
• Administration of the Qualifying Certificate program that includes application processing, underwriting, cost benefit analysis, public hearings, and final recommendation to the GEDA Board of Directors.
• Investor Desk is designed to assist investors with their investment projects by providing information, resources and technical assistance.
• Image management consists of brand management, development and maintenance of marketing materials and effective global promotion of the "GUAM, USA – Your Business Smart Destination" brand.
