NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that on Wednesday, November 18, 2009 at 10:00 a.m., the Guam Economic Development Authority (GEDA) will hold a public hearing on behalf of Guam Resources Recovery Partners (GRRP) at the GEDA offices located at the ITC Building, 590 South Marine Drive, Suite 511, Tamuning, Guam, to consider the following:

APPLICATION OF PRIVATE ACTIVITY BONDS
GEDA will conduct a public hearing on behalf of GRRP as required by Section 147(f) of the Internal Revenue Code of 1986, as amended, at which time it will hear and consider information concerning GRRP's February 2009 Application for Private Activity Bonds in the aggregate principal amount of $150,000,000.

GRRP intends to use the bond proceeds to construct a landfill on Lot 439-R1, municipality of Santa Rita, near the Old Guam Oil Refinery, and to construct a Waste-to-Energy (WTE) plant (collectively the "Projects"). The total cost of the Projects is estimated to be $250,000,000. GRRP will apply for further bond allocations for Solid Waste Disposal Facilities over the next three years to cover the full cost of the Projects. A combination of bonds and equity financing arrangements will fund the entire amount necessary for the Projects.

GEDA encourages interested parties to attend this public meeting and comment on the issues being discussed. If you wish to provide testimony and are unable to attend the meeting, GEDA will be accepting written comments that are delivered prior to the time of the hearing, and for ten days thereafter which will be made a part of the public record.

THE GUAM ECONOMIC DEVELOPMENT AUTHORITY (GEDA) IS SOLICITING PROPOSALS FROM APPRAISAL FIRMS WHO HOLD AN ACTIVE AND VALID LICENSE TO PROVIDE APPRAISAL REVIEW SERVICES ON AN AS NEEDED AND PERIODIC BASIS.

Qualified appraisers must have experience with appraisals of real property, specifically improved and unimproved vacant land. The selected appraisal firm will be required to provide professional services in performing a complete independent appraisal in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP).

Request for Proposal (RFP) packages may be obtained at GEDA, Suite 511, ITC Bldg., 590 S. Marine Corps Drive, Tamuning, Guam 96913 between 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays. Deadline for submission of proposals is 4:00 p.m., Tuesday, November 17, 2009 Guam Standard Time.

DEVELOPMENT AUTHORITY (GEDA) ARE ISSUING A REQUEST FOR PROPOSALS FOR THE LEASE AND DEVELOPMENT OF APPROXIMATELY 6 ACRES OF LAND BANK TRUST PROPERTY OR PORTIONS THEREOF AT SANTA MONICA JUNCTION

The guam ancestral lands commision (GALC) and the Guam Economic Development Authority (GEDA) are issuing a request for proposals for the lease and development of approximately 6 acres of Land Bank Trust Property or portions thereof at Santa Monica Junction in order to generate revenues for the GALC pursuant to Public Law 25-45. Privately-owned or claimed properties in the area are excluded from this RFP. This parcel is located at the corner of Routes 1 and Santa Monica Road in Dededo in the vicinity of the new Dededo Police and Fire Stations.

The RFP can be publicly inspected at the GEDA office located on the 5th floor, ITC Building, 590 South Marine Corps Drive, Tamuning, Guam 96913, Monday through Friday, excluding holidays, between 8:00 a.m. and 5:00 p.m. A copy of the RFP may be picked up at the GEDA office, e-mailed or mailed upon registration with GEDA and receipt of payment of a non-refundable fee of $50.00 U.S. dollars, made payable by cash, check, money order or bank draft to GEDA, for preparation, reproduction, handling and postage costs.

The deadline for receipt of proposals by GEDA is 4:00 p.m., July 17, 2009, Chamorro Standard Time. Proposals submitted in response to this solicitation must comply with the instructions and procedures contained in the RFP. All proposals and any questions must be submitted to the attention of the GEDA Procurement Officer.

TO PROVIDE A TWENTY MILLION DOLLARS($20,000,000.00) LOAN TO THE
GUAM POWER AUTHORITY

The Guam Economic Development Authority (“GEDA”), on behalf of the Guam Power Authority (hereinafter referred to as "GPA" or "Authority") is requesting proposals from any bank, banks or commercial lending institutions to provide a loan not to exceed the amount of Twenty Million Dollars ($20,000,000.00) for the purpose of Refinancing GPA's existing Commercial Paper Note Program obligations held by Cathay Bank. The loan will be secured by the revenues of the Guam Power Authority subordinate to GPA's bond payments

GUAM ECONOMIC DEVELOPMENT AUTHORITY
IS SEEKING PROFESSIONAL TECHNICAL SERVICES PURSUANT TO P.L. 30-01.

The Guam Economic Development Authority (“GEDA”), on behalf of the Government of Guam, is seeking Professional Technical Services as provided for in P.L. 30-01 to, “prepare the technical specifications for a bid invitation for a Finance, Build, Operate and Lease Back (FBOL) to meet the requirements for USEPA compliant municipal solid waste services on Guam, and for the evaluation of bids which have been submitted, and to provide the findings and recommendations to the Governor and the Legislature within one hundred eights (180) days from enactment of the Act.”  (note: P.L. 30-01 was signed into law on February 27, 2009).

Responses are due no later than 12:00 p.m.  Wednesday, March 11, 2009.
