The Guam Economic Development Authority (GEDA), on behalf of the Government of Guam, is soliciting proposals for Underwriters for a potential Limited Obligation Bond issue. The Government is exploring refi nancing its existing Limited Obligation Infrastructure Improvement Bonds Series 1997A (1997 Bonds) in an amount up to but not limited to Seventy Million Dollars ($70,000,000.00) in new money for Capital Improvement Projects as a new tax-exempt Limited Obligation issue of the Government of Guam.

Correction to Letter Addressed to Senator Aguon (Tamuning) – The Guam Economic Development Authority has recalled the letter from GEDA Administrator Anthony Blaz to Senator Frank B. Aguon, Jr. regarding “GEDA’s Concerns Regarding the DEIS.” Due to an editing error the letters ends as follows: “There are other potential economic impacts in the areas of increased economic activity, unemployment, real estate values and other factors that GEDA has yet to identify and evaluate but expects to do so before the February 17, 2010 deadline to submit comments. However, the bottom line is that it appears that economic impacts exceed economic benefits.” The letter should have read: “There are other potential economic impacts in the areas of increased economic activity, unemployment, real estate values and other factors that GEDA has yet to identify and evaluate but expects to do so before the February 17, 2010 deadline to submit comments. However, the bottom line is that it appears that economic impacts exceed economic benefits. Mitigation measures must be identified and included in the Final Environmental Impact Statement and the Record of Decision to ensure that benefits exceed costs so that Guam residents and the Guam economy obtain maximum short and long term benefit from the buildup if it occurs.” Mr. Blaz wishes to set the record straight and apologizes for any misunderstandings this inadvertent error may have caused. The Draft Environmental Impact Statement was released on Nov. 20, 2009. Guam residents will have until February 17, 2010 to review the draft Environmental Impact Statement that will detail the environmental repercussions of the military buildup on Guam. The Draft EIS/OEIS is available for review at http://www.guambuildupeis.us as well as in local libraries on Guam, Tinian, and Saipan and at a reading room at the Agana Shopping Center on Guam.

Request for Proposals from any Bank, Banks, or Commercial Lending Institutions for the Financing not to Exceed Fifteen Million Seven Hundred Fifty Thousand Dollars ($15,750,000.00) to Provide for the Construction of the Government of Guam's Department of Land Management's Land Resources Public Facility and for the Purchase of Collateral Equipment for Such Facility.

The Guam Economic Development Authority, ("GEDA") on behalf of the Department of Land Management ("DLM") invites you to submit a proposal for a direct loan pursuant to Section 60907 to Title 21 of the Guam Code of Public Law 29-135, expressly authorizing the Department of Land Management to borrow an amount not to exceed Fifteen Million Seven Hundred Fifty Thousand Dollars ($15,750,000.00) to provide for the construction for a new Land Resources Public Facility and for the purchase of collateral equipment. The direct loan may be backed by USDA Rural Development for up to 90 percent of the loan amount subject to the terms and conditions of USDA Rural Development requirements.

Request for Proposals (RFP) packets may be obtained at the GEDA Office, ITC Building, Suite 511, 590 South Marine Corps Drive, Tamuning, Guam 96913, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, excluding holidays. Deadline for submission for all proposals is 4:00 p.m., Friday, December 4, 2009 Chamorro Standard Time.

Notice of Availability - Private Activity Bonds: Volume Cap Reservation for 2009

10.29.09 RFP-09-014 GEDA is soliciting proposals from Appraisal firms who hold an active and valid license to provide appraisal review services on an as needed and periodic basis. 10.29.09 Notice of Public Hearing - Wednesday, November 18, 2009 at 10:00 a.m., the Guam Economic Development Authority (GEDA) will hold a public hearing on behalf of Guam Resources Recovery Partners (GRRP) at the GEDA offices.

Federal tax law limits the total amount of tax-exempt private activity bonds that may be issued in Guam each year for private entities that are not charitable organizations (this is commonly referred to as the “volume cap”). Guam’s volume cap for 2009 is $86,953,599. The volume cap account is allocated as follows: Solid Waste Disposal Facilities – Percent of Total Volume Cap: 60% Qualified Residential Rental Projects – Percent of Total Volume Cap: 40% This Notice of Availability of Private Activity Bond Allocation is being issued by the Guam Economic Development Authority (GEDA) pursuant to Section 146 of the Internal Revenue Code of 1986. Gershman, Brickner & Bratton, Inc. in its capacity as Receiver for the Solid Waste Management Division of the Department of Public Works, of the Government of Guam is seeking proposals from qualified firms for these services to procure construction management services for the construction of the landfill systems, entrance facilities, access road and utilities for the Layon Municipal Solid Waste Landfill (Layon Landfill) in compliance with The Consent Decree (Federal Court Case CV02-0022).

GBB SOLID WASTE REPORT TO THE GUAM CHAMBER OF COMMERCE

At the Guam Chamber of Commerce July 22nd General Membership Meeting Mr. David Manning, Gershman, Brickner and Bratton (GBB), gave chamber members an update on their progress to date.  He touched on the ongoing operations at the Ordot Dump and construction of Layon Landfill, highlighting the data collection process of the newly installed weight scale.  Mr. Manning also discussed the cost elements driving tipping and residential fees, and the decision to implement them in a three-step process.  He emphasized the importance of the military's commitment to participating in the island's solid waste program, as their participation would help keep costs significantly lower for all other users.

Guam to Receive Historic $104 Million USDA Loan/Grant

(Tamuning) - GEDA's Administrator, Anthony Blaz, received word early this morning from
Joseph Ben Israel, Director of the Direct Loan & Grant division of the U.S. Department of
Agriculture (USDA), that the loan request the Authority submitted on behalf of the
Government of Guam to fund the island's landfill project was approved. As part of the $250
million in projects passed under the USDA's Recovery Act Investments in Rural Water and
Wastewater Infrastructure Projects, Guam will receive a loan in the amount of $88,536,000,
along with $15,019,300 in grant funds. The interest rate on the loan is set at 3.5 percent
with a term of 30 years with no pre-payment penalty.
